I doubt that your rad is the case, because if your throttle cable is too tight it always pulls on the throttle body to open it (and then the idle goes up because it's not really idling). You can loosen it until the pedal shows a bit of play, then tighten it just a little bit more so that the pedal becomes firm/responsive.
