1. Right now SERCA is not taking memberships. SERCA is just a shell of what it used to be, and the convention is the only activity.
2. See above
3. It comes down to the track manager and their rules. Most allow a M rated helmet, others a SA rated. If you are going to buy one, just a SA2005. The SA is rated for automotive use, and you won't find a car group that won't allow that helmet at a track day
4. Again, it's up to the track officials but as long as it's secure, I don't see them having a problem with it.
5. Normally, it's 4 or 5 to a room.
6. If you are bringing friends with you, please buy that number of picnic tickets, so the organizers know how many people are going to be there ahead of time. It's not fun if we run out of food at the picnic because a bunch of people showed up at the last minute.
7. I don't know of a due date for the hotel, but I would do it soon, this is Vegas after all
8. ASAP. The convention is a self funding event. The people holding the convention usually have to pay down payments out of their own wallet, so the quicker they can see who is coming and break even, the better.
I hope this answered things for you.

The only thing I would add to what Eric said is that I (and I think the organizers of the convention should consider this as well) would frown upon videotaping on the track. There have been incidents in the past few years with people being bone-heads when it comes to videotaping because they think they're driving for their friend's entertainment when they get home to watch on the tv. It can (and has) caused unsafe conditions for those on the track around the person videotaping. Two incidents I can think of off the top of my head one car flipped and another went off track taking out two nice cars. More and more clubs (as well as tracks in all likelihood) are cracking down on in-car cameras. I have a mount in my car and I think the last video I took was somewhere around 2002
