Just go into the transaction and hit refund. That way it doesn't take any fees. Or you'll have to add 3% to the $400 to make up for the paypal fees.

It should look something like this in the details of the transaction with a link to "ISSUE REFUND":

"Refund:
You can issue a refund for up to 60 days after the original payment was sent. PayPal refunds the payment and fees, including partial fees for partial refunds.

Issue Refund"

This was the PM's back and forth. You can see he didn't reply to some even though he was active that day on the forum.

I know it doesn't take that long for Paypal to refund a payment. I feel like he can't keep his word. And you don't need to transfer money to issue a refund, paypal will automatically take it out of your bank account.
