Mike, it's actually pretty simple. Since you do not have an airbag, all the contacts are already there. The upper left contact is for your horn, and should already have 12V there. If you have a proper adapter, your horn should already work. The other two contacts are, presumably, for your cruise control. Of course, without the proper wiring and button it won't work.

When I wrote "clean the contacts" I mean just make sure there's not a lot of dirt and grease on those to ensure you get a good electrical connection.

Have you tried bolting on the wheel to see if the horn works? Check for 12V on that contact, and if you've got 12V there and it still doesn't work I'd suspect your wheel adapter. - GA
