From what I know, an inline pressure regulator simply makes sure you have constant fuel pressure. It's used in small engine applications frequently to ensure that, even though the fuel from the tank is erratic in pressure due to constant movement, the pressure going to the actual delivery system (carbs in most cases) is constant to keep RPMs stable and not have your ATV rip your arms out of your sockets.
I don't see how adding an IPR (if this is truly what he's referring to) would change anything seeing as it does the same function as our FPRs.
