It won't fit right. Distributor, intake manifold, throttle body all cause issues. If you want the emissions gear you'd also have to create custom routing for the EGR, probably a custom one-off exhaust manifold too. The vacuum gallery would cause trouble (I bet). Finally, what engine management would you use?
As far as legality, no idea.
