It will be if it's not fixed very soon. My first 240 had similar rust on the strut towers and I got it fixed (new metal/caulking/sealed and painted) for about $200.

Where do you fix, that part closest to the fender?
Yes, they cut it out, welded new metal in, then smoothed and re-caulked that "seam" where the top part of the tower meets the frame horn that the fender bolts to.
