Mine did the same thing Ben, it does it off and on. I dont personaly know what it is, I believe its something in the actual handbrake itself, and not the cable or the caliper. If it was the cable, the brakes would simply not disengage, and the handel would go down, and the cable wouldnt move, because its only acctually held on to the handel with a nut on the end of a cable that has a bolt on the end of it. Theres nothing on both sides of the bolt, just one one side. It bassiclly just pulls on the cable and depends on the springs on the calipers for the cable to release tension.
