How did you measure a voltage drop across a ground wire? Did you measure the resistance of the wire and do the math, or did you check the voltage across the positive and negative terminals and then check between the positive and the chassis and find that drop? 1.7mv would not be much of a voltage drop I wouldn't think. There's probably higher voltage drops than that, present in OEM wiring of a brand new car.
