Presumably they are there for extra-security reasons. Assuming of course that there is actually code in the ECU for that, there are at least 2 speed limiters and 2 rev limiters.
The First one, lets call it "Instant Limiter" cuts off as soon as the ECU sees the respective figure higher than what is in there.
The second one, lets call it "Extended-USe Limiter" cuts off when the ECU sees the respective figure higher than what is in there for a specific time period, something like 5 seconds.
THe Extende-Use one should of course by a bit lower than the Instant one.
