Probably tuned a little differently, but not enough for anyone to care to write down what the differences were. When we US folk put a '94-96 G20 (OBD-II emissions, 7500 RPM redline) computer in a '98/99 SE-R (OBD-II, 7200 RPM, IIRC), it realizes nearly a 3HP gain across the board over 4000 RPM, but nobody said anything to us about the differences.
As for what you observe to be redlines on the tach, f'getaboudit. Dash instruments are terribly innacurate, and are hardly worth paying attention to except to get a rough idea about what's going on. Unless you're seeing what the ECU is seeing via an OBD port or a Techtom MDM-100, just assume that your redline is 7500, and his is 7000.
You want to know what pisses me off? Non-US Primeras have 7200 RPM redlines, I have a 6700 RPM redline, and I can't see any other differences mechanically. Bastards.
