I'd clean the metal up on the back side, wet a small piece of fiberglass fabric up and put it on. Then once that's hardened, fill the front side with filler.

would i be able to actually cut out the rusted metal, and replace the material with fiberglass, then fill the rest with body filler?? im really new to any type of body work, but this spot is getting to me. :(

use a dremel cutting tool and cut out the rust area...treat the area with rust proof compounds..on the backside...scuff the metal really good and lay fiberglass mat. once it fully cures, u can use body filler on the outside part and then sand it out to the shape it once was..

Exactly. I'd use a fiberglass reinforced filler, it's less prone to popping later on. The fiberglass will keep the rust from continuing on the backside and the filler should do so on the front. You could put a layer of glass on the front as well then put the filler over that. It really depends on the size of the area and the shape.
