Are you talking about the exhaust pipe?
If your motor jumps forward while idling it could have a miss in it.
Try to explain it a little more for us.

when the car is in gear and i am driving at low rpms the engine jumps i was wondering if it had to do with that one pipe that comes off of the down pipe or is it the egr valve that needs cleaning thats why it bogs a little like it says on ser.net

i was just driving it and when u tap on the gas the engine seems to jump a little making the car jump forward

First off how many miles does your car got?
Worn motor mounts will make your engine move more than it should.
I really don't know which pipe you are speaking of but is it part of your exhaust pipe?
Most people have expirienced the EGR problem on 91-93w/ highport sometime or other. disconnect the Egr and the other disk shaped object per SER.NET put screws in each valve and take her for a ride and see if it is gone.
I am thinking what you are speaking of is the Bucking-hesitation that the EGR problem is known to do.

I live and work in Rochester. Also went to RIT back in the early 80's. Took Best Classic honors at the 2001 convention. Give me a shout and I'll steer you to the best shop in Rochester. jtschu@earthlink.net

the one pipe is in the front of the engine it has a plasic pipe coming from the air box and goes to the front of the engine there is a little egr shaped thing and then it goes down to the down pipe

That's your AIV. I won't cause the problems you have, but you need to get a filter for it. On the fitting on the airbox, use some duct tape to keep dirt out of the intake. That hole is on the wrong side of the filter so stuff can get ingested into the engine.

so i should just put some duct tape over the metal pipe so it doesnt suck any crap up in it?

It doesn't suck, it blows. You cn go to any auto parts store and get a piece of hose to connect the AIV to the airbox.

the piece from the air box to the aiv is there its the piece that comes from the bottom of the aiv the metal pipe that runs to the down pipe that is missing
