If I adjusted the electronic boost controler up as high as I could what would max boost be?

okay I here is my set up

top mount intercooler
gtir swap
50 lbs injectors
cobra maf
jwt ecu

I ask becuase I set it at one setting then I set it a little higher, and then higher cause there was no response. it stayed at a certain level of boost no matter how high I put it. it read out at 1.17 kg/cm

help please, I blocked the turbo completey off and still won't boost up, vacum idle is at -16, and it runs, but it is not boosting right, just gimme stuff to strart checking, I think but can't really tell but it sounds like it back fires, hard to tell cuase i'm in the car. Later
