If I cut a hole in the hood and put some sort of scoop
over the intercooler, while blocking it off from everything
else under the hood, would that have about the same
effect as mounting the BB I/C in the F.bumper???

probably not, as heat still rises, and you would have to have the air that already passed through the IC go somewhere, otherwise it will not be a very effective heat exchanger. you would have to have a duct that goes from the bottom of the IC (sealing perfectly) all the way out of the engine bay, otherwise heat will enter the duct, and rise into the IC. the amount of ducting and other stuff would make this just as hard as front mounting it. but, even if you had the proper ducting, and had it perfectly sealed off, you still have to deal with the heat rising into the IC, or soaking through its duct, reducing efficiency. just follow what all the WRC guys do, they relocate the intercooler to the bumper (actually its usually beind the grille, but who's counting?) and they must have a reason for it.
