i want to buy this gauge cluster but i dont know if its broken or not because the rpm needle is past 9000 rpms its not at 0 does this mean anything?

i'm not quite sure, but i think the tach needle freely moves bcuz it is electronic, so i don't think it's broken but i'm not sure
