I bought some used ground controls from a local forum member and had them installed on my b13. The ride is okay, but the height adjustment seem a bit off. I know at least one person that says that, when lowered all the way, the wheels tuck in a little (I guess that's a 3 inch drop?). I think the rear on my car can go that low, but the front does not go low at all. The front of my car only goes down to about 2 inches. Why am I losing this one inch adjustment?

mine sits the same way. i measured it, and the rear is actually sitting higher, just the wheel opening is a lot lower.
the only way i could see gaining the extra inch in the front would be, cutting the spring perch off the strut leaving enough of the weld to sit the gc sleeve on. remember though, your also loosing another inch of travel.
my brother had to do this on all 4 of his struts for his 94 probe, as did my buddy with a 99 cougar.

Get some GC c/c plates and they will lower the front 3/4" more without losing travel.

The GC C/C plates mount from above, so in affect you are shortening the strut by 3/4". The GC C/C plates shouldn't affect how far you can drop the car though... if you bottom out the GC threaded collar, then that is as far as you can drop the car.
The only way to drop the front more is to go with a shorter coilover up front.
A warning though, by dropping your car this much, I'm pretty sure you are riding on the bump stops or damn near to them. This also plays havoc on your suspension geometry. I'd suggest dropping your car no more than 1.5" from factory height with the AGX struts, but that's just me.

The cusco's mount from below, so no... they do not shorten your struts.
