With the key out there is no power to anything except the headlights and the door locks. Key in and switched to ACC there is power to the stereo but no power to interior lights, markers, or seatbelts. With the car running there is power to everything. Also, whenever the car is turned off the clock and stereo reset.

Car starts fine and I have checked the battery. The battery is fully charged and is holding a charge properly. Alternator is new and is connected properly. Battery terminals are also new.
