With a lot of forethought, and a little patience, you can have a turbo setup that will deliver everything you outlined (except for the external wastegate).
As you may know, I am now in the beginning of installing a turbo setup on my '93 SE-R. I have been slowly buying/swapping/collecting parts over the last 3 months now,
That's the 'patience' part of it. It takes time, and will not happen overnight.
As for the budgetary requirements, yes, those can be overcome as well. The no-frills method involves finding a T25 from a Bluebird, or a T28 from a GTi-R. The T28s are very, VERY tough to find used and in good shape.
Both can be had in the $500-700 range with manifold, lines, etc. If you're patient and vigilant, you'll find those prices accurate. You can get 220hp easily from either of those turbos.
370cc injectors are $250 and up. A JWT ecu is $550-ish depending on where you buy it.
Expect to invest at least $1,500 at the bare bones minimum for this. $2,000 is closer to reality. :)
A used BB or GTi-R intercooler will work just fine, as will mandrel-bent 90 and 180 degree pipes you can buy at Pep Boys, Auto Zone, etc. They are not pretty, but they work and work well.
Quality oil and water line hookups are a plus. Budget $100 for them.
Do the install yourself, and voila, you're boosted. There is a lot of hard work involved in this, and you will get tired, dirty, and frustrated. It will be worth it, though, the first time you hear (and feel) that turbo spool up.
Good luck. :)
