Anybody here run there T28 without the Water lines hooked up?

you can, it just isnt very good for the longevity of the turbo. just run them off the throttle body coolant lines, you live in cali, so you dont need them. i cant remember which one went to the throttle body, and which one went back to the coolant stream, so you will have to guess and test by turning it on with both unplugged and see which one shoots coolant and which one doesnt.
