Dude, I live in Mexico, and sometimes my English suck when I type ( I suck on Spanish grammar too), but everyone here I think can understand what I'm saying and believe me, I did not understand you, well not exactly, let's start here, I couldn't figure how's your MAF setup, maybe the problem starts there, if you can't go more than 3000 rpm that's because maybe you are at loop mode.

Next, I don't even know what kind of setup are you running there, you mention to have a bb engine, so? What kind of ECU? Stock de, stock bb? Are u using SAFC? u ask for the o2 sensor, you def need that for gas mileage
Second, have you already check for vacuum leaks? How are the readings of your boost gauge? etc. I'd like to help you, but we need more info bro
