i have a 95 200sx se-r i need to change the valve cover gasket is there a gasket or is it rtv and what do i need to tork it to

I just provided the Nissan part numbers for the associated valve cover gasket items in a recent thread. Rather then link you to it, I'll just type them over again:

Valve Cover Gasket: 13270-53J05
Spark Plug Gaskets: 13271-53J02
Oil Seal: 38342-8E002

use both RTV and the gasket.
Use the RTV GREY mainly by the distributor and the half moons by the timing chain.

Your local pep boys/autozone/checker type places have it

Yep, your local auto parts store would have it.
Just be sure to get ONLY THE GRAY RTV for oily situations. Its costs about $3.99 a tube and well worth it.
