1)headliner - really saggy and nasty, cost me about $175 total b/c of sunroof

2)starter - nasty noise when starting, had the same problem with my old 95 se-r

3)exhaust leak - need to get done in order to pass inspection

Pass inspection first, buddy.
Then starter
then spend the $175 some performance parts.

175$ seems kinda high, you might want to get a few estimates.

that damn headliner is so damn annoying ***. what would be a typical price to get the whole headliner replaced? the starter is like close to $200 and i have no idea how to replace it. the exhaust leak is between the cat and manifold, hopefully its just a gasket like my brother said.

Well typically a basic one(no sunroof) is like 60-100. So Probably 100-130ish. I wouldnt pay more than 125. I'm positive you can do it for this price.
