when i turn the key it takes about 2 seconds for the car to actually start most times, and when it does start it makes this "toot of a horn" sound. my old 95 se-r had the same problem, and eventually went dead one day. is it my starter that needs replaced ($200:mad: ) or the solenoid?

I'm not sure what the problem is, but if it is the starter, why don't you save yourself some cash by just rebuilding it. When mine died, I just cleaned it up, re-greased it, and replaced the brushes for about $35.

if i was more mechanically inclined i probably would, instead i think im just going to buy a starter from andreas since he's selling them new for $75. im going to even attempt to install it by myself and a friend.

That's cool. It's not that hard to take apart and put back together, though. To tell you the truth, when I did mine, the install was more of a pain in the ass than the rebuilding of the starter. The bolts that hold the starter to the transmission are in an akward place and they are hard to get to. We removed the airbox assembly and used various combinations of extensions to get to them. I think it could be done by 1 person, but it's easier with 2.
