Some states (like my own Missouri and Kansas) barely have a visual inspection, and they only care if there's a catalytic converter attached and functional, if they check at all. Of course, I've heard stories of people getting pulled over and the cop having them pop their hood, but I'm guessing that only happens if you fit into certain profiles.
