I forget the type of paint, but I used a ceramic based crate paint, that looks JUST LIKE powdercoat, and doesn't flake off, it kinda bonds to plastic VERY well.

What about static electricity? Wouldn't that work... you are making a connection to the item. Static would actually hold the powder to the product. Then from there baking is still possible.

Seriously, Serban brought up a very good idea. I'm sure you could get a shop to make some aluminum center caps relatively cheap, depending on the quality, and the thickness. They could shoot the plastic caps with a ray trace machine and import it to CAD, and whammo, out come pretty milled/pressed/whatever centercaps in whatever metal you want
