I'm getting ready to do a turbo setup I want to step outside of the box and ask....what is the best Nissan factory turbo that will work (or could be made to work) with our SR20 powered cars?

Just get a GTI-R T28.

Is that t-28 better that the ones that come on some Silvias and Skylines?

if you want to be doing something out side of the box why wouldnt you want to use something other then a factory turbo?
