re-check your connection of the harness to the headlight bulb. sometimes even when the connector appears to be connected its not making proper contact.
Have the lights turned on and wiggle the connector see if it comes on intermittently.
thats just a starting point...

really? the headlight switch relays 2 different paths? I thought it just threw voltage to both headlights at the same time...

I had a similar problem with my 92 SER my light wouldn't work, but one great day I hit a bump and it turned on. It was just loose connections like NX$paniard was saying double check the connections and paly around with the bulb a bit, make sure its not damaged.

I agree ^^. The headlight wires should be checked for corrosion & inline breakage first.
Ive had much success with just cleaning the switch. With the 12+ years of accumulating dirty, dust, and other buildup, the switch (if not burned) just need a thorough cleaning and majically they will work again. Heres a cleaning thread to access, test, clean or replace the Headlight switch: http://www.sr20forum.com/showpost.php?p=1596853

NOTE: I only use Valvoline SynPower Throttle cleaner. It just works faster and cleans better with little amount of fluid. Much better than Gunk and others IMHO.

If your hazard switch isn't hooked up, your turns wont work.
