Without a doubt, Hotshot. By far.
Here's a little more info on it.

actually you're only real choice is the HS. the $tillen 4-2-1 header is the same as an older gen HS. good luck finding a pacesetter, AFAIK they stop manufacturing 'em. trust me, HS is worth the money. they've done the R&D and they have continued to improve the design, thus the gen5 header.

Actually, NOPI is listing the Pacesetter headers again for the SR20's. So, they might have started manufacturing them again. Don't know though for sure.

Let me fix that list for you:
1. hot shot - middle
2. pacesetter - cheapest

Ahh, that's better.

If you are going to spend the money get a 5th gen hotshot or search out an AEBS 4-1 race header. Those two headers are the best ones out there.

have you been to se-r.net or anything, read the SCC magazine? Every test points towards the Hotshot Gen 5 or AEBS headers. They produce the most horsepower throughout the band and the most peak horsepower. The pacesetter isn't nearly as good or even close the the performance numbers of the HS and AEBS. If you want to save some cash and get a boost then the pacesetter is the pick, otherwise do it right and get the quality and performance of one of the other two.

Ok, let me chime in with my knowledge :) I had a Pacesetter, good header for the money, you really cant beat it. I now have a 3rd gen HS (got it real cheap). The HS is nicer than the pacesetter, in looks and performance. But if you are limited on cash, get a Pacesetter, otherwise, look for a used HS, and you will be happy with results either way.

Just an FYI, HS will not be producing the stainless steel version of the GEN5. I got this from their own mouths. It pisses me off because they're always pulling shit like this, first they say one thing and then they change it. Too bad no one else makes a good header for our cars. HS has good products but their service sucks ASS!!

Dude, once again, look for a used AEBS header. They rock! pull better numbers than the gen4 hotshot and very similar to the gen 5 HS headers. They won't be pretty on the downpipe but will perform and they are ceramic coated so the primaries look pretty dang good.
