When the rpms stop rising the convertor is stalled. As for stall speeds, that refers to what engine speed the covertor stalls at. As an example, my 1.6 stalls at 2600 rpm's. As another example my drag truck stalls at 4800 rpms, but that is with an aftermarket convertor. It is more complicated than that, but unless you plan on changing convertors this will get you by.
