At the moment the Ground Control package looks to be the best bet. You get coilovers with Advance Design shortened struts and camber plates for around $2400 IIRC.

Also, Truechoice has a great one. I have not heard how comfortable the GroundControl/Advance Design one is on the street.

Well Brad, you should know better than ask questions like that!!!
The best setup you can get? Name the price and you will find a best setup at exactly THAT price!
For appetizers I propose a set of OHLINS coilovers all around. Made in Holland, sold also in Japan, they will set you back about US$15000.

You want the BEST?

Like hpro123 says...try Ohlins.

Or if you want something made in North America, look no further than this company... www.penskeshocks.com .

This stuff makes the Truechoice Stage 4 look like chopped springs (No offense to you Truechoice people...I still love 'em :) )

Oh how I dream of these :p

Of course, it would look a little different for our cars but the design would be the same.

The GC Advance is a great setup too. One of the fastest autox guys in our region uses GC Advance suspension in his GSR.

I've heard good things about GC for B14 and B15 apps. Motivational is a great setup for the B15 from what I've seen also. If you can pick the spring rates and have firm enough dampers already, I'd go with GC. Although some of the aforementioned setups seem to be (based on price) probably MUCh more race intensive.
