I saw that earlier and laughed my ass off! It's just another way to give that HID look. It may raise the lumines on the bulb, but it'll probably burn it out fast as well. The other part that sits on the H4 is just a big blue condom which doesn't come in contact with the bulb itself.

woah..those bulbs are really blue....
