PROBLEMO SOLVED!!!
Alright I talked to Calum this evening about what was going. We tried different things and still no go.So while he was looking up wiring diagrams on the net,I removed both covers from the ECU and traced back every wire that the board uses to the harness plug under the dashboard...
When you do a KA24E->KA24DE swap in a S13 you match up all the wires that are the same color on both E and DE dashboard harnesses and the left overs leave them aside.(Why?Because S13 KA24E's don't have Consult capabilities and KA24DE's do.)
This still holds true BUT there is an exception. The GREEN and GREEN/WHITE wires apparently DO match up to other wires on the KA24E dash harness. These wires are used for Consult and by the RT board.I disconnected them and immediately CalumSult detected my ECU.
SUCCESS!!!
So to all the ppl switching from KA24E's to KA24DE's in their S13s,do NOT connect ANY of the wires used for Consult on the plug under the dash.Leave them alone if using a RT ECU like me or wire in a Consult connector if you'd like.
The wires are-
#7-GREEN/BLACK
#14-GREEN/WHITE
#15-GREEN
GREEN/YELLOW was also left over on DE harness side but it is not for Consult.
I hope this is helpful to others :D
