I've tried replacing the injector, o-rings, and I tried another ecu.
There's power going to the plug, about 13 volts.
What else should I check? Can I reground the injector somehow?

I would replace the injector again. Take the rail off the manifold and check if they are all spraying. If all checks out, create a separate ground for that injector and take it from there.

It just started raining so I'll have to finish it tomorrow.
If I need to, how would I reground it? Just splice another ground to the existing ground and ground to the intake manifold?

that si what I did to a car. Remove the Fuel rail as a whole and have someone start the car. if you don't have help, Put it under news paper and turn the key for a couple of secs.
Obviously, if the injector isn't wet on the news paper, that's your porblem. Good luck.

i wouldnt re ground the injector. id fix the real problem. my .02c.
check the clips.

that is weird. Try swapping Injectors, like put injector 4 in injector 1 slot.. if it happens even if u swap injectors, i would say something is either wrong with the ECU or Injector harness.

what do u mean "keeps spraying" like its at full spray? or does it de pressurize slowly?
if its still at full spray then its prolly an electrical problem
but it always helps to switch injects. helps narrow things down fersure

ENGINE GROUND.
check all your grounds especially the main ones. Your injectors are switch ground so if you have a shotty ground then the injector may have just enough ground to open but not to shut..
had it happen when i relocated my battery to the trunk. 2 of my cylinders hydrolocked with fuel. took me forever to figure out it was the stupid ground that got corroded

When the engine is running there is a lot of gas dripping from the exhaust, especially since my exhaust has a bunch of leaks.
I'll check the grounds. Maybe I'll add an extra one to the engine too.

I checked all of the grounds and still nothing. I cleaned them and it still runs like shit. It sounds like it's hydro locking from the gas in the cylinder. I don't know what to do.
Do I take the hard way out and swap a rebuilt engine in with a uncut engine harness? And replace the engine room harness (the harness with the radiator fans on it) since it's cut to sh*t.
