I'm having a little trouble understanding the offset of rims. Would 17x7 with 40 offset fit and look okay? or is the offset to high? arn't the stock rims 15x7 with 40 offset, so why do i keep hearing that a high offset is bad for RWD cars.

Yes a 17 x 7 in a 40mm offset will fit. It will fit almost exactly like stock just just 2 inches bigger.
As far as looks that all depends on your personal liking. I am currently running a 17 x 9 inch rim with a +20mm offset. It sits pretty flush with the fenders and quarters with no rubbing. I like it.
The higher offsets aren't necessarily bad for rwd cars. but usually with a higher offset and a wide tires and rims you will run into some rubbing with the strut, which is bad. It all depends of the type of tire and rim you are running.
With lower offsets and wide tires and rims you usually run into problems with fender rub or quarter panel rub. And usually you start going into a more custom fitment, which can require fender rolling or flaring.
