Here's what you'll need:
1) An active eBay account with a verifiable PayPal account.

Here's how you get your savings:

I do not see where ebay claims 30%... It states ebay will determine the percentage discount. I was thinking about getting a new setup for my truck if the discount was really 30%. Although the ebay store does not have the same rims and tires that I was intereted in from the normal website.

Can you setup new items on ebay?

Also they list a $200 refund cap, that I think would be set per auction. So the total auction should not exceed $666.66 assuming the 30% rebate...

No. Start over again. If you don't see it before you click the "commit to buy" you haven't done something right. You will actually see the amount that you will be credited back before you click "commit to buy".

From what I see, and have heard your rebates will be credited to your cashback account, after the funds have been released to you, you can transfer them into your paypal account to do what you want with them but you should read details on live.com
