If this was on the hood w/o the intercooler I would say this is a great idea to help "REMOVE" heat from the engine. But to cool the intercooler? Can you say front mount. Geesh!

i have seen a few celicas with that set up, a fan in the tmic.

The fan is to blow air DOWN over the "interheater". Pulsars have a scoop and plumbing to bring cool air in from the grill to the IC. Since you're blowing hot air from the IC over the intake manifold, it kind of defeats the purpose...removing heat from intake air only to reheat intake manifold and intake air. That's why almost all US turbo guys use a front-mount.
