order a harness from a S13/S14 fron ebay or frsport.com. It will work with your b13. Thats what I did a year ago when I hooked up my buddy club turbo timer to my 99 p11. It worked with no problems and no splicing/soldering wires.

yezzir. Plug and play. The only wiring involved is wiring it up to the emergency brake wire. I used a solder-less clip that was included with the turbo timer. but you can buy em at your nearest autozone or auto parts store.
