I believe it is for an exhaust gas temperature sensor. Only Cali cars came with it on the NXs.

I was trying to figure out what that was for weeks! I was concerned that I had lost some vital part during my engine swap. I eventually chased down some guy in a '93 SE-R so I could look at his. I forgot about it after I found it was not connected to anything. Good to know, anyways.
