Starting with a totaly standard GTI-R, what needs to be uprated to safely run the car at 1 bar of boost. Please include absolutley everything.

dude i ran my gti-r at 18psi with a fmic and that is it and made 272whp. did some fuel upgrades and turned it up to 22psi and made 320whp. again, never had any problems at all. however i have no knowledge how long the t28 would have lasted under that stress. my best piece of advise is do a fmic and a fuel pump and the 444cc injectors will handle 14psi with put a problem.

Mate, the GTi-R will take 1 bar absolutley no probs without any other mods, though it is recommended that you get an uprated fuel pump!! That is all you need, I am runing at 1 bar boost amoong other mods and am making just over 300 bhp now:D :)
That is all you need to do.
I reccomend you use the apexi AVC-R, that is what I have, any good boost controller will do the job, but the apexi looks the best.
Don't use a bleed valve, they are prone to spikes, then you COULD fry ur pistons. Having said that if u have a bleed valve set up properly, it should be ok.
The R on standard pistons, set up perfectly will take 1.2 bar, anything above that and you are asiking for probs!!
