Well. Me and a friend went to change the PS CV Axle on his B14 SE-R and when we went to loosen the nut on the tie rod... It just kept spinning. It is NOT suppose to do this. Right?

Yes the tie rod is supposed to move. It is probably worn to where it is loose. Usually they're in there so tight the nut comes right off, then you smack the spindle with a hammer and they pop off.

All i ever did to remove the axels was unbolt the strut from the spindle.

is the threaded part of it supposed to turn when I go to put the nut on it?

If your putting it back together, give the top of the joit a wack with a (brass) hammer and it should seat. Then you can screw the nut on without it turning.

You have to hold the tie rod on the boxed portion with a wrench to tighten or loosen the jam nut. Otherwise you are adjusting toe on the inner tie rod....
