You probably need to adjust the brake light switch.

Wait. What brake light are you talking about? The brake warning light in the cluster, or your brake lights?

The symptoms you describe sound like the brake light switch on the brake pedal needs to be adjusted so when the pedal is up, the switch opens and the lights turn off.

Worst case, you could always rewire those wires for the rear brake lights.

Could also be the brake light wiring shorted to ground
