Will the lower tie bar for b-14 fit a b-13, the reason i ask is nu-tech seems to no longer be in buisness and nissan motorsports catalog list a lower tie bar for the b-14 only, would this fit a classic?

You can't fit a b14 bar on a b13 unless the tolerances are real loose.
