I have figured out.....or so I think what causes this. Also I figured out why the idle is raised higher when you clean the throttle body out.
When you clean the throttle body without a rag you get cleaner into this hole. It then goes into the idle control valve and screws up the sensor. What you should do is remove the rubber hose on the bottom of the hole/throttle body that leads to the vacuum that leads to the idle control valve and allow cleaner to go thru it. This also cleans out the hole. I found out that it may be clogged up (the cleaner was not dripping thru when I removed the hose so I assumed it was clogged) not allowing vaccum to go thru and causing your start up to be very difficult. After cleaning the T/B and unclogging this hole my engine revs straight to 1500 and slowly dies down to 750-800rpm. No more lumpy---shut off--hold the throttle till it catches wierd idle.
