can anyone tell me if there is pressure on the reurn line from the turbo to the block, or is it a gravity feed type thing, its on a stock gtir turbo. I was going to put an oil cooler on it to lower the temp.
but was going to put it. right after the turbo to cool the oil there.

return line is gravity, feed it pressurized. you need to have the return line face down (obviously)

The draining hole is to big.

exactly, the feed line is very thin around -3AN line where the return line can be around -10AN, this are just an approximate for comparison sake. The huge size of the drain means no pressure. That is why hose clamps are all you need really.

not even a little pressure will an oil cooler work on the return side of the oil line if it does a J??

It can be done, But....
You would need to put a pump in the line out of the turbo, so the suction side of the pump is pulling oiil out of the turbo, and then pressuring it into the pan. If you don't have a pump its not worth it. Pretty much if you do anything other than go straight down with the oil, it will back up into the center section and cause the oil to spew out the shaft end seals. That means burning oil. bad things.

Find another place to put your cooler. There was a thread in general about this recently. Search for it.
