I putting the kyb gr-2's and eibach sportlines on my se-r. my question is do i still need to cut the stock bump stops?

sportlines, maybe a little but not much, there should be a piece of paper with how much you should cut em' w/ your springs.

Most people I have talked to say cut them in half. This is what I did with my set-up, works great.
