It is a "cover" not a complete bumper. It attaches to the stock front bumper. It comes with rivots, double sided tape and some generic instructions. It is not that easy to install. You will want someone who has some expierience in body work and can mold it on or it will look like shit. It will look like redser91's pic above after installed and molded.
