Hey,

I just set my timing yesterday. I know for sure that it came set at 13 degrees stock. I can tell since the needle was pointing to the extreme left of the "white paint" region. My question is, the far right end of the white paint region is 15 degrees, not 17, right?

Right. You would have to eyeball where 17 degrees is.
