It does not say to in the FSM, but would it hurt to put RTV along the outside edge of the new front main seal I'm putting in soon?

NO ...make sure it is clean and dry .... Use a little oil on the lip of the seal where it meets the crank pulley , but otherwise clean and dry , RTV will make it fall out .....
