I had a similiar problem with my '97 SE-R. The only thing was that my car's cluster would randomly start working while driving. I also had a second issue where the car would not crank over when ever it was warm outside. It would start fine after letting the windows down and the interior cooled off or if I parked it in the garage. I ended up replacing the ignition switch and both problems went away. Again, I am not sure if it will fix your cluster issue, but it did for me.

Check the main fusible link coming off of the positive terminal on the battery. I know when mine blew all of my dash lights/cluster went dead.

Check the meter fuse under your dash, the very bottom one on the right side of the fuse block. I did the same thing when I touched the positive wire to my neutral switch on my trans, shorting it.
